The recommendation that every armored vessel currently under construction or built in the future be outfitted with at least one submerged torpedo tube is under review. The Board of Construction is investigating the addition of torpedo tubes to the ships currently being built. The Naval Gun Factory has been directed to manufacture twenty tubes. A report will soon be available outlining what can be done, the cost, and a timeline for completion.

Letter from H. C. Taylor to William Loeb

At the request of President Roosevelt, Admiral Taylor responds to Lieutenant Poundstone’s paper. He disagrees with Poundstone’s support for large warships, suggesting that effective battleships do not need to exceed 13,000 tons. Taylor agrees on the desirability of underwater torpedo tubes but believes that Poundstone overstates the battle value of torpedoes. Taylor concurs with Poundstone’s views on the ideal caliber for naval guns.
