Governor Agudo Agbayani reports that the municipal council of Laoag, Ilocos Norte, Philippines, has attempted to cede the town’s cemetery to the local church. Agbayani believes that this action violates the municipal code. Governor William H. Taft confirms that the municipality must retain its property until judicial proceedings determine if the church is the proper owner.

Lorenzo Fernandez complains that two foreigners, at the direction of the Belgian consul, have taken over a convent in Jalajala, Rizal, Philippines. If there is truth to the report of occupation then it is against the law and Governor Taft has referred the matter to the governor of Rizal for investigation.

Letter from Frederick Funston to Theodore Roosevelt

General Funston thanks Vice President Roosevelt for the congratulatory letter upon Funston’s commission as a brigadier general. He regrets that his military service will prevent him from “whooping it up” for a Roosevelt presidential campaign in 1904. Funston reports that the situation in the Philippines is difficult and he wishes the army could use an “iron hand.” He has a low opinion of Filipinos and does not believe they are currently suitable for self government.

Letter from George Curry to Theodore Roosevelt

George Curry has resigned as governor of the Camarines and is now chief of police in Manila. He is proud that Governor Taft selected him for the position. The situation in the Philippines is “working along very nicely” and the Rough Riders on the islands are doing well. Curry reports that Lieutenant Sweet, the former secret service chief, was arrested for abusing prisoners but will likely get out of trouble. He also mentions that Captain Green, who is with him, wishes to be remembered by Roosevelt and “all of the old boys.”

Letter from Lawrence F. Abbott to Theodore Roosevelt

Lawrence F. Abbott responds to Vice President Roosevelt’s letter to his father, Lyman Abbott, who is on vacation. The Outlook would be pleased to have an article on Governor Taft but cannot print it until November. Abbott regrets not being able to attend the meeting at Roosevelt’s home and suggests District Attorney Philbin as a candidate for mayor.
