President Roosevelt tells Mrs. Evans that he will intervene in the court-martial of her son, Lieutenant Franck Taylor Evans. Roosevelt knows Lt. Evans to be a good person and good officer, and will therefore attempt to lighten his penalty. He advises that the Evanses should not proclaim innocence, for it weakens their case.

He discusses the railroad situation and the requests for him to speak on the matter but reiterates that he would be repeating what already has been said. In a postscript, Roosevelt updates his son on the grounds and how the trees and flowers are blossoming.

Roosevelt has had difficulties with California, Japan, and Panama. He agrees with Kermit about the merits of Mark Twain and Robert Browning and their use of history as a narrative tool.
