Roosevelt believes that play is important to the physical welfare of children, especially after most have been barred from employment.

Assistant Secretary of the Navy Roosevelt asks Captain Caspar F. Goodrich if he can make it to St. Paul’s School in Concord, New Hampshire, on Thursday if he leaves Newport, Connecticut, on Wednesday night. Roosevelt will arrive in Newport on Tuesday morning and do his inspection. On Wednesday, he will give his address and speak to the apprentices.

Douglas Robinson, President Roosevelt’s brother-in-law, writes to him about his old friend and former classmate, William Robinson Blair. When Judge Buffington is promoted to the United States Court of Appeals, Robinson thinks Blair would be a good candidate to fill his vacated position on the United States District Court. Robinson also mentions that many people have been telling him that it might be necessary for Roosevelt to run for reelection in 1908.

Civil Service Commissioner Cooley informs President Roosevelt of William R. Willcox’s progress in depoliticizing the New York City Post Office and running it “on a business basis.” However, Willcox faces the challenge of wresting the office from the traditions of its prior administration and the inconsistencies between the rules for post office employees and those of the Treasury Department.
