Roosevelt is going to see Taft in Washington, D.C., soon and is not going to make any of Judge William Henry Hunt’s report public, especially not the part about the Spaniards.

French Ensor Chadwick thanks President Roosevelt for the copy of the book Rough Riders, but stands his ground regarding what constitutes heroism. Chadwick puts a great deal of emphasis on the different characters of Americans and Spaniards, writing of the “fatalism and fanaticism” of the Spanish character, and how this was shown in the actions of Pascual Cervera y Topete.

Letter from William H. Taft to Macario Favilla

Governor Taft has received a protest from the town of Dagupan regarding two Dominican friars in town. According to the Treaty of Paris, Spaniards, including friars, are entitled to go anywhere in the Philippines “in pursuit of their calling.” Citizens are not required to listen to the friars or to attend church and can attend any religious worship they choose. The government will preserve peace and freedom of religion. Governor Favilla’s task is to explain the situation to the citizens.

Letter from William Henry Hunt to George B. Cortelyou

A committee from the Chamber of Commerce of Puerto Rico will be visiting the United States and would like to meet with President Roosevelt. Governor Hunt cautions that there are Spaniards on the committee but they represent important business interests and are outside of politics. José Celso Barbosa and Sanchez Morales are reliable and were helpful in passing several pieces of legislation.
