Letter from Alford Warriner Cooley to Theodore Roosevelt

Assistant Attorney General Cooley provides President Roosevelt with a preliminary report on the circumvention or violation of laws relating to the disposal of public lands in the Territory of New Mexico, including the involvement of the Territory’s governor, Herbert J. Hagerman. Cooley presents evidence that Hagerman’s actions were both “illegal and unjustifiable.”

Testimony of Benjamin F. Sparhawk

Benjamin F. Sparhawk of the General Land Office testifies in court as to certain “wrong and irregular” acts by colleagues in his department, including improper approvals of land lieu selections and favoritism in the selection and promotion of employees. Sparhawk particularly implicates John McPhaul, his division chief.

Letter from William A. Richards to Theodore Roosevelt

William A. Richards returns a letter and pamphlet produced by W. A. Reeder and critiques Reeder’s argument as unconvincing. Richards disagrees that undue influence is held by corporate interests over the General Land Office and feels Reeder slanders the people with whom he disagrees and naively suggests federal oversight where it is not needed.

Letter from W. A. Reeder to Theodore Roosevelt

U.S. Representative W. A. Reeder writes to persuade President Roosevelt to federally supervise the continued sale of western lands in order to limit the local influence of land speculators and timber syndicates. He argues that the local administration favors corporate profiteering, that poor families are being deprived of land for homes, and the land sales are rightfully the property of the federal government to administer in the interest of all citizens.
