Before his death, William McKinley spoke in favor of reciprocity and his successor, Roosevelt, is now put into the difficult position of honoring McKinley and seeking to carry out this policy.

Drawn after Theodore Roosevelt died, the cartoon shows Roosevelt on horseback, dressed as a Rough Rider, turning in his saddle and waving his hat goodbye as he joins the vanishing symbols of the frontier such as the buffalo and covered wagons. The Capitol is sketched in the forefront.
