President Roosevelt notifies Secretary of War Taft that all officers will be given physical tests annually to evaluate their fitness for active operations. Army officers must maintain physical fitness to be ready for active operations, but it is equally as important as the intellectual aspects of their positions. President Roosevelt adds that he wants to cultivate horsemanship in the Army and provide as many opportunities possible for infantry captains to ride on horseback until they become mounted officers.

Letter from Robert Lee Howze to Theodore Roosevelt

Commandant of Cadets Howze recommends President Roosevelt implement a requirement for military officers to undertake a three-day riding expedition with overnight camping twice a year. Howze thinks this will be an important motivator for officers to stay in shape, as well as give them a reason to be familiar with being in the field. Howze believes the vast majority of current officers are not currently experienced in the field, recounting a recent excursion to Fort Myer. Howze asks Roosevelt not to forward this letter to the War Department, as it will not lead to positive results.

Headquarters Philippines division: general orders no. 16

This general order outlines the tasks for preparing American soldiers for the Philippines. The officers hold night drills, practice marches, and address field problems. Enlisted soldiers will practice swimming and target practice. The military will hold a tournament to create a friendly rivalry between the different military batteries and organizations. The judges will be holding sanitation contests, as well, for setting surgical standards.

Letter from Theodore Roosevelt to George von Lengerke Meyer

Theodore Roosevelt sends New Year’s greetings to Secretary of the Navy Meyer and his wife Marian Alice Appleton Meyer. Roosevelt recently discussed Meyer’s physical test work with Cameron McRae Winslow. Roosevelt believes William Sowden Sims has done more for the marksmanship of the Navy than anyone else, regardless of his indiscretions.
