H. D. W. English claims to have reliable information that the Taft wing of the National Committee is planning to name a dark horse candidate after two ballots at the Republican National Convention. English does not know the name of the dark horse candidate but believes that the reasoning behind the plan is to have a Republican candidate that both the Taft and Roosevelt wings of the party can support. He believes that the key to success is to “hold Mr. Roosevelt’s delegates against all comers.”

Secretary of War Taft reports on resistance to endorsing him for the presidency among Ohio Republicans. A compromise has been suggested, by which the state committee might endorse Taft for the presidency and Joseph Benson Foraker for the Senate. Taft says he would rather abandon his pursuit of the presidency than appear to compromise with Foraker, who is dishonest and unscrupulous.

United States Attorney William H. H. Llewellyn reports to President Roosevelt that Special Assistant Attorney General Ormsby McHarg has begun his investigation in New Mexico by listening to men of bad character who are opponents of Roosevelt and his administration. Llewellyn does not object to the investigation, but urges that it be carried out in a fair and impartial manner.

Representative Parsons believes that other men would have made better chairmen of the New York Public Service Commission than New York City Postmaster William R. Willcox. He expects Willcox to be ineffective and thus damage legislation’s chances for success as well as the Republican Party and laments the shortage of people to run for office. Parsons also advises against naming Edward Morgan as Willcox’s replacement.

Secretary of State Root declines to participate in the Ohio campaign and notes that there seems to be an anti-Party machine movement in that state. Root cannot confirm the situation, but thinks that such a revolt is an essential part of the party system that is part of the foundation of governance in the Unites States, and that it is important not to interfere in the process of the people correcting the Party.

Francis Bennett Williams reports on the Republican Party organization in Louisiana. The State Central Committee started by Emile Kuntz has recognized Williams as legal chairman. The party will send a strong delegation to the Republican National Convention, including some African American delegates. Walter L. Cohen continues to cause trouble for the party, but Williams opposes removing Cohen right now.
