President Roosevelt has decided not to appoint George Y. Wisner. Wisner is apparently difficult to get along with and already has shown favor toward the building of a dam across the Niagara River at Buffalo, thus diminishing the board’s impartiality on this upcoming decision. Roosevelt requests that Alger submit another name for appointment.

How to stop river pollution without taxation

The Chicago Sanitary and Ship Canal’s waterway develops horsepower sold at a reasonable price and removes sewage. Whereas, in Buffalo, New York, sewage from the Niagara front pollutes Lake Erie and the Niagara River. The Erie and Ontario Sanitary Canal Company proposes building a waterway similar to Chicago. Millard F. Bowen, President of the Company, further discusses plans for the canal and its benefits. The final page includes a diagram of the proposed waterway.

Letter from Erastus Cole Knight to Theodore Roosevelt

Mayor Knight of Buffalo recommends Major Symons for appointment to the international commission for regulation of lake levels. Knight dissuades President Roosevelt from listening to a faction from the Lake Superior Water Power Company of Sault Ste. Marie, Michigan, that is against Symons, arguing that the people of Buffalo have been happy with his work and that the proposed dam on the Niagara River is in Symons’ field of expertise.
