Frank J. Edwards, Mayor of Helena, Montana, was surprised to learn from Theodore Roosevelt about the anticipation of trouble from people selected to meet him at Helena. Edwards would not anticipate such trouble, but will make arrangements to appoint a committee on arrangements that will try to comply with Roosevelt’s requests.
