Report from W. N. McDonell to Howard E. Ames

Assistant surgeon W. N. McDonell reports to Medical Inspector Ames on activities that he and other naval surgeons conducted during the relief efforts in Jamaica following the earthquake. Many Americans in Jamaica have expressed disapproval of the Governor’s handling of the disaster relief efforts, and McDonell agrees with this sentiment. The U.S. Navy eventually established a hospital ashore because of the many requests for assistance it received.

However, the current actions of other countries, such as Italy, in foreign regions show that treaties are worthless if they are not backed by force.

Theodore Roosevelt is pleased that the Democrats and Republican insurgents, led by Senator La Follette, have split up. He is willing to help Senator Lodge with the arbitration treaty. Roosevelt will write a strong article on the matter and has contacted Captain Mahan about writing an article against the unamended treaty. He appreciated the telegram regarding his new grandchild, Ted Roosevelt’s daughter Grace Green Roosevelt.

Letter from Theodore Roosevelt to Whitelaw Reid

President Roosevelt informs Ambassador Whitelaw Reid that it appears that Secretary of War Taft will be the Republican Presidential nominee, and reflects on the arguments he has made to try to persuade people who nevertheless want Roosevelt to remain in office for another term. Roosevelt also remarks that when he feels gloomy from the renown given to “the more preposterous variety of mugwump,” who writes for magazines and is treated as a thinker, he reads articles by a British analogue. He hopes to be on safari in a year’s time.

Letter from Theodore Roosevelt to James Jeffrey Roche

President Roosevelt will read the book “slowly and painfully, but with genuine interest.” He is particularly interest in the account of the battle of Lissa. Like James Jeffrey Roche, Roosevelt was disappointed with A. T. Mahan’s book about the War of 1812. Roosevelt was glad to get Roche’s letter. He also notes that he is ashamed of the statements of Senator Eugene Hale, especially in light of the fact that he is a Republican party leader and chairman of the Naval Committee.
