He instructs Albright to try to have President Woodrow Wilson’s signature withheld because of the various special exceptions present in the bill.

Theodore Roosevelt is grateful for Henry Beach Needham’s letter and what Alfred P. Claughton, an Englishman, said about him. Roosevelt would like Needham to bring George Horace Lorimer, editor of the Saturday Evening Post, to Oyster Bay for a visit.

Paul V. Collins gives Theodore Roosevelt the names of the men who submitted an article on reciprocity to be published in The Outlook and confirms that Roosevelt gave the men a word limit for the article. Collins writes of his experience trying to get the editor of the Saturday Evening Post to print an article contrary to the line the magazine had already taken on reciprocity and says most publications have only printed one side of the story. Collins thinks there is likely to be a “stampede” at the Republican National Convention and Roosevelt will be nominated.
The letter discusses the reciprocity bill between the United States and Canada at the end of 1911, a trade agreement that would have removed tariffs on materials mentioned in the letter such as agricultural products and paper.
Henry Beach Needham explains the changes made to the article Theodore Roosevelt was collaborating on, as well as efforts made towards its publication. Needham also discusses the political atmosphere in Washington, D.C., and sends a clipping about Charles F. Merriam.

Herman Henry Kohlsaat explains that he has asked Forrest Crissey of the Saturday Evening Post if he would write an article about a letter President Roosevelt sent regarding the regulation of railroads in 1899. The Post would like to reprint the letter in question as a facsimile, and since Mabel Blake Kohlsaat is unsure where the original letter is, Kohlsaat requests another signed version of the letter for reproduction.
