This article describes an outbreak of violence at Fort Leavenworth between African-American soldiers and a crowd of people on a trolley car. The author blames the violence on Senator Foraker of Ohio, who the article says is in the pocket of large corporations, as well as the Constitution League of New York. While the author says that Senator Foraker’s opinion is to be expected, the article opines that the Constitution League is different, and is made up of misguided people who should know better.

This document reports the significant moments in Albert Leopold Mills’s military career. Highlights include his extensive career as a military instructor, his involvement in campaigns against the Crow and Sioux, as well as the battles at Santiago and Las Guasimas in Cuba, and his receipt of the Congressional Medal of Honor. Colonel John W. Vrooman reports in a letter to William Loeb, which encloses this document, that this copy represents what was contained within the “beautiful engrossed album containing nineteen parchment pages enclosed in a handsome leather cover.” The album was a souvenir at the Union League Club dinner celebrating General Mills on August 29, 1906.

William Frederick Cody requests that Lieutenant Clarence A. Stott of the 12th Cavalry be detailed for a year of cavalry school at Fort Leavenworth, Kansas, instead of completing his orders in the Philippines. President Roosevelt would like Stott to go to the school and, if not possible, asks that Secretary of War Root complete a thorough reply for Roosevelt to send to Cody.

Secretary of War Taft updates President Roosevelt on his progress through Idaho, where he has been speaking on behalf of Republican candidates. The longer he is in Idaho, the more he believes that the Western Federation of Miners has been working to defeat Senator Frank Robert Gooding. He describes Gooding’s involvement related to the lawsuit against Charles Moyer and William Dudley “Big Bill” Haywood. Taft feels somewhat doubtful about Gooding’s election. Another issue of note in Idaho relates to the Mormons and their stance regarding polygamy. He also comments on elections in other areas of the country, and reiterates what he has previously said regarding the importance of Roosevelt’s influence in this election.

General Bell had previously informed General Corbin that he would be willing to return to the United States and take command of the Leavenworth School. However, he has been ordered to Batangas and does not want to leave until his work is finished. He would like General Chaffee to represent the matter to the War Department and request that the Leavenworth assignment be postponed for at least one year.
