Letter from William H. Taft to Theodore Roosevelt

Secretary of War Taft encloses a telegram from Governor Winthrop of Puerto Rico discussing the performance of Judge Charles F. McKenna who has “turned out badly.” Winthrop has received telegrams that accuse McKenna of soliciting and accepting loans from litigants. Taft encloses another telegram which states that McKenna will resign his judgeship effective June 15, and he mentions that Winthrop would like to be heard before a new judge is appointed.

Commissioner Sheffield writes to President Roosevelt to inform him that he will attend a meeting of Republican lawyers regarding the formation of a club to counter the Democratic Constitutional Club, a move which Sheffield advises against. However, he does advocate for the creation of a group that would support the neutrality of the judicial bench and “could be made politically useful in other ways.” He concludes by complimenting Chairman Cortelyou’s work and the selection of Lieutenant Governor Higgins for Governor and expresses his confidence that the national campaign is going well.

Judge Adams scores defendant Dennis

The jury gave a verdict of acquittal in the case of Hugh C. Dennis and Thomas W. Garland of the Brooks Brokerage and Securities Commission Company. While Dennis was acquitted of using the mails in a scheme to defraud, Judge Adams stated that Dennis had clearly violated state law and deserved to be in a penitentiary. Dennis had not honestly bought and sold grain, but instead ran a “bucketshop scheme” where he gambled on changes of the market price of grain. Adams hoped that those wronged by these men would seek redress from state authorities since they had violated a state law, and thus they could not be tried in the Federal District Court.
