Secretary of State Root informs President Roosevelt that he has been in contact with the Russian Government regarding “relations between the proposed Red Cross convention and Hague conference.” Root feels it is best to let Czar Nicholas II take the initiative in order to avoid any potential personal conflicts.

Oscar S. Straus suggests that President Roosevelt write a letter asking Switzerland to either defer its Red Cross Convention, or to refer it to the second Hague Conference, as it is causing a conflict. He also suggests that Roosevelt recommend taking a more affirmative attitude on “Asiatic immigration,” which will have the practical effect concerning exclusion, but will have a better diplomatic and international affect.

Theodore Roosevelt’s secretary provides information on Roosevelt’s actions after the 1908 Messina earthquake. The USS Celtic, already filled with provisions for the Atlantic fleet, was ordered to Messina and Roosevelt successfully encouraged Congress to pass a large appropriation for relief. He also assisted the Red Cross with their efforts.
