President Roosevelt accepted Ambassador Joseph Henry Choate’s resignation effective May 30. He wants Secretary of State Hay to look at his correspondence with Choate. Whitelaw Reid can take office as ambassador on May 30 or June 1. The Ambassador to Spain, Arthur Sherburne Hardy, will be replaced by William Miller Collier on April 1. Roosevelt appreciates Hay’s moral support after dealing with the House of Representatives on the matter of battleships.

President Roosevelt apologizes to Judge Holt that he is replacing diplomat Arthur Sherburne Hardy with Francis B. Loomis, whom he feels has earned a promotion and reward, whereas Hardy expects it.

President Roosevelt shares his concerns about some of the members of the American diplomatic and consular service with Richard Harding Davis. Minister to Belgium Lawrence Townsend and Minister to Spain Arthur Sherburne Hardy are two examples of men who are the “pink-tea type,” hosting dinners instead of doing “hard work.” By contrast, Roosevelt admires Ambassador to Japan Lloyd Carpenter Griscom, Consul General to Egypt John Wallace Riddle, and Henry White. Roosevelt wants Davis to tell him about any men who are not doing their job, as the president wants to remove them when he makes changes on March 4.

Judge Holt addresses a New York Times article regarding rumors about former British Ambassador to Persia H. Mortimer Durand’s appointment as British Ambassador to the United States. Holt encourages Durand’s appointment as Ambassador based on his brother in law, former Minister to Persia, Arthur Sherburne Hardy’s positive reflections on Durand. Holt cites Durand’s admiration for President Roosevelt’s writings on the West.
