President Roosevelt expresses his frustration about the matter pertaining to John Lewis Griffiths joining the consular service. Although another Indiana man, John K. Gowdy, is leaving Paris, that does not mean that Griffiths gets to take his place when there are other men in the consular service waiting for promotions. Roosevelt informs William Dudley Foulke he will find a suitable position for Griffiths and promote him to Consul General later, if possible.

James P. Goodrich asks Theodore Roosevelt if Consul-General Griffiths, who currently serves in Liverpool, England, could come home and stump for the congressional races in Indiana. Griffiths is willing to help, as long as it is not contrary to Roosevelt’s desire and the rules of the State Department. Goodrich tells Roosevelt he hopes Indiana will be able to send 11 members of Congress to support the administration.

Representative Watson describes for President Roosevelt the stump speaking situation in preparation for the November House of Representatives election and focuses on the need for more strong speakers. Watson asks if Roosevelt can give John Lewis Griffiths a leave of absence from his position as Consul to Liverpool because Griffiths’ speaking abilities make him helpful on the campaign trail. Watson also notes that Roosevelt’s letter dismissing the issues in the controversy is the “most effective campaign weapon.”
