Memorandum regarding meeting of Oscar P. Austin with Theodore Roosevelt

Following a recent meeting between Oscar P. Austin, Chief of the Bureau of Statistics, and President Roosevelt, Austin called the White House with a follow-up question he neglected to ask in person. The bureau will publish a speech of ex-President William McKinley’s regarding reciprocity in its upcoming monthly summary, and Austin wishes to know whether Roosevelt would permit the publication of his remarks on the same subject as well. If Roosevelt agrees to have his remarks printed, Austin further asks whether he would like only the portion dealing with reciprocity printed, or if the entire speech should be published.

Roosevelt apologizes for not being able to fulfill his request.

Letter from Theodore Roosevelt to Samuel B. Donnelly

President Roosevelt calls Public Printer Donnelly’s attention to a previous letter of Roosevelt’s, in which he directed that government publications should only be bound in ordinary cloth. This direction has been ignored in connection with the reports of several Cabinet officers. Roosevelt directs Donnelly to investigate the matter, and send him a report about the responsible parties.

President Roosevelt informs Secretary of State Root that he believes that a particular circular should be withdrawn, and that another should be substituted for it. Roosevelt understands that it was a document similar to other government circulars, where it was prepared by a staff member and then simply signed by Root, but thinks that as it currently stands it is misleading.

Material should be curated and only the most important information published, with die-hard researchers being able to comb original files, should they wish to do so. Whatever system is applied is fine, but the existing system cannot stand; it is too wasteful.

Letter from Horace Curzon Plunkett to Theodore Roosevelt

Sir Horace Curzon Plunkett sends President Roosevelt a confidential letter containing some suggestions relating to the coordination of the Federal and State Departments of Agriculture that he suggested. Plunkett believes such cooperation would be welcomed by interested parties both within the United States and in Europe, where some departments take advantage of the publications produced by the Department of Agriculture. He suggests Roosevelt invite the various states to send delegates to a national conference held by the Department of Agriculture to help spur this cooperation. He suggests that the experience of the Irish Department of Agriculture and Technical Instruction may be of use to Roosevelt, and proposes to bring the chief officer of the department with him when he visits the United States in the upcoming fall.
