Acting Secretary of War Sanger has received Martin Heermance’s letter recommending the appointment of Alexander Dallas Bache Smead as an officer in the Puerto Rico regiment. Sanger responded to Heermance that Smead is eligible for an appointment as a company, regimental, or battalion staff officer. However, there are only a few vacancies for second lieutenants and, due to Smead’s age, he is unlikely to be interested in such an appointment.

Commissioner Dewitt C. Middleton of New York informs Gifford Pinchot that Governor Benjamin Odell has approved the Annual Supply Bill which contains $8500 to be paid to the Division of Forestry for work conducted in Hamilton County, New York. In recognition of the assistance given by Assemblyman Jothan Powers Allds, Middleton requests that Pinchot employ Allds’ friend as a laborer.

Gifford Pinchot is pleased that Governor Benjamin B. Odell has approved the $8500 for the Division of Forestry. Pinchot will appoint an unnamed man based on D. C. Middleton’s recommendation, but the man must maintain satisfactory work performance. Pinchot is glad that Middleton was pleased with the report on Township 40 and will be happy to distribute to any names that Middleton forwards to him.

T. B. Connery thanks Assistant Secretary Roosevelt for his letter and understands his reasons for not taking action on behalf of his son, who is seeking the appointment of paymaster in the Navy. However, Connery persists in explaining that William Bourke Cockran, who wrote a letter of recommendation for Connery’s son, had insisted that his letter would be seen by President William McKinley if Cockran sent the letter to Roosevelt. Thus, Connery asks if it would be acceptable for Roosevelt to forward Cockran’s letter to McKinley if he could do so “without comment,” so as not to appear to be seeking any favors.
