Governor Roosevelt writes about his opinions on unpassed bills and the high school education system. He mentions an article in the North American Review that illustrates his feelings towards the educational system. Roosevelt also explains to his sister why he believes there is no point in trying to negotiate with those involved.

Judging from Roosevelt’s handwriting and subject matter, these are probably from the later years at Groton School.
