President Roosevelt notifies Attorney General Bonaparte that he has sent Secretary of War William H. Taft a memorandum requesting that the Army Corps of Engineers submit plans for dams to develop water power to Bonaparte. Roosevelt asks that Bonaparte consult with G. W. Woodruff, who is currently detailed with the Department of the Interior, on the plans.

President Roosevelt did not know when he vetoed the Rainy River Dam Bill that it was already half-completed. Now that Representative Bede has brought the matter to his attention, he suggests two provisions that, if added to the bill, he would accept. First, he would like the term to be limited to 99 years. Second, Roosevelt believes the bill should charge the company for the benefits it is granted through the construction of the dam. In order for the company to not be immediately caught unawares by this charge, Roosevelt suggests that the bill authorize the Secretary of War to collect a charge in 25 years’ time. Roosevelt asserts that the federal government has power over state governments to make such laws and levy such charges.

Letter from John Campbell Greenway to Theodore Roosevelt

John Campbell Greenway did not need to use the letter of introduction to Secretary of War John W. Weeks. He was in Washington, D.C., regarding a license to build a dam on the Colorado River. Rough Rider veterans are building a monument to Ted Roosevelt’s father, Theodore Roosevelt, in Cuba. Greenway invites Roosevelt and Eleanor Butler Roosevelt to attend the unveiling in February or March.
