President Roosevelt asks Charles A. Prouty, Interstate Commerce Commissioner, if the enclosed suggestion is feasible. He finds Prouty to be “a dead game man” and is glad to have him in the government service.

President Roosevelt does not believe he could appoint Allison Mayfield to the position Cecil Andrew Lyon wrote to him about, as Mayfield’s appointment would not mean much outside of Texas. If he chooses a candidate from that state, Roosevelt thinks he would have to select Judge S. H. Cowan, whose selection would mean a great deal.

President Roosevelt tells Samuel B. Burnett that he agrees S. H. Cowan is a good man, but that he is not prepared to say officially whether he is the right man for the position in question. Roosevelt will listen “with great attention” to the opinions of businessmen, judges, and other professionals regarding Cowan.
