Miller Freeman had anticipated that Theodore Roosevelt would be unable to interfere in the Lake Washington canal fight, but felt that its importance warranted contacting Roosevelt. As he believes that Roosevelt is interested in the subject, even if he is not able to act on it, Freeman sends Roosevelt a press report of the hearing before Secretary of War Henry L. Stimson.

Summary of reports regarding the Big Horn Ditch

This report summarizes allegations by Inspector Edward B. Linnen related to the construction of a canal in Wyoming which was fraudulently used to claim desert land as having been reclaimed. A second canal was constructed by the company which acquired title to the lands from the original company. In order to effectively irrigate the lands, the second canal had to be constructed in a materially different manner than the first, proving that the first project was a fraud.

Letter from William H. Taft to William Loeb

Secretary of War Taft advises William Loeb that no one should go down to the Panama Canal Zone except for Taft, and President and Mrs. Roosevelt. The smaller the party, the better, since space on a ship is small. The Roosevelts are invited to attend a function hosted by President Manuel Amador Guerrero. Taft thinks Roosevelt will have no reason to travel outside the Zone unless he wants to visit Colon to see for himself what Poultney Bigelow had written about. Taft is traveling to Maine from Quebec and expects to arrive in Oyster Bay in a few weeks.

German Ambassador Sternburg is delighted to hear of President Roosevelt’s success while hunting in Colorado Springs, Colorado. He sent Roosevelt’s message to German Emperor William II, who proposes sending Tincayos, a canal expert, as a member of the Isthmian Canal Commission. Emperor William II will also send six railway experts for the upcoming conference. Sternburg reports on possible future events of the Russo-Japanese War.

Dominic I. Murphy tells William Loeb that his cousin who lives in Europe says that the European press favors Judge Alton B. Parker. Murphy asks if President Roosevelt would like a copy of a book about the canals of the world. Murphy also informs Loeb that he has heard of no complaint about the contract between the Panama Railroad Company and the Pacific Mail Steamship Company.
