President Roosevelt directs James Jeffrey Roche to his statement regarding the need for absolute neutrality. He intends to have genuine neutrality. However, Russia cannot make preposterous demands. Roosevelt does not see any reason why a cable from Guam to Japan should not be approved.

James Alexander Scrymser analyzes the Commercial Pacific Cable Company’s authority to lay a submarine cable through American possessions in the Pacific. The company is moving forward with the laying of the cable even though they have not consented to the conditions imposed by President Roosevelt. Scrymser concludes with suggestions for halting the company.

Americans will be generally pleased with the Pacific cable project which will only land on American possessions and primarily serve the United States government. However, there are issues with foreign companies controlling monopolies on cable service in the Philippines and along the Chinese coast.
