Senator Lodge encloses a letter from Judge Everett C. Bumpus. Lodge believes Representative Henry Thomas Rainey’s speech was derived from Rogers’s speech because it makes similar statements. Rogers fought the ships and did not disclose that the Panama and the Colon were purchased for more than they originally cost even though they are more than eight years old.
