Allyn F. Hanks, Superintendent of Theodore Roosevelt National Memorial Park, writes to North Dakota Secretary of State Thomas Hall to request copies of several legislative bills and a directory of state officials. Hanks needs the directory to prepare an invitation list for the dedication ceremony at the park. On the bottom of the page there is a handwritten reply from Hall to Hanks.

Assemblyman Roosevelt writes Richard Henry Derby that he succeeded very well in putting through another reform bill in relation to the comptroller. He adds his committee reported adversely on a bill giving the mayor of Brooklyn power of absolute removal.

Assemblyman Roosevelt writes Richard Henry Derby that he will favor the bill Derby refers to but it was introduced at least six weeks too late so there is little chance of it passing because the calendars are choked already.

Governor Roosevelt informs Captain Andrews that his letter made up Roosevelt’s mind to sign the bill. He tells Andrews how much joy he brought his son Ted when he allowed him to visit.

President Roosevelt received Governor Gillett’s letter. He is very concerned about the rumor that California will ban Japanese children from attending public school. This would be “most offensive” and unconstitutional, and Roosevelt wonders if the bill can be stopped by vote in the legislature.

President Roosevelt agrees with Wisconsin Senator La Follette that leasing “is a means to an end” but remains firm in his beliefs that preventing “noxious combinations” will ensure any combination agreed upon will be in the public’s best interest. Roosevelt has done what he could by temporarily withdrawing lands and by encouraging effective legislation, but further action will be difficult given Congress’s refusal to act on the matter. Roosevelt concludes that if this continues, he will carefully confide with Secretary of the Interior James Rudolph Garfield and United States Commissioner of General Lands Richard Achilles Ballinger and do what is necessary.

Pearl Wight encourages J. R. Thornton to amend the Arbitration Treaty Bill with Senator Elihu Root’s amendment and then pass it because it will be able to prevent many wars in the future. Wight compares international arbitration to businessmen settling their disputes with compromise rather than long lawsuits.

Governor Higgins writes to President Roosevelt acknowledging receipt of letters from Roosevelt and Secretary of the Interior Hitchcock. Higgins repeats what Hitchcock wrote in his letter and expresses disappointment that Hitchcock referred to businessman Theodore N. Barnsdall as the political friend of Higgins. Higgins goes on to mention that local residents do not favor Hitchcock’s policies regarding oil development in the southwest.
