Theodore Roosevelt praises Henry L. Stimson’s recent speech. He especially approves of the proposals at the end for communities like New York, although he is unsure about allowing recalls in the middle of a Governor’s term. In particular, he is not sure if he thinks it is advisable to have recalls for short term offices, or that it should normally take the form of a direct popular vote. He notes that New York and Massachusetts both have, but do not use, the power to recall judges with a majority in both legislative houses.

Theodore Roosevelt complains about misrepresentations in the press, such as publications appearing in Hearst’s American, and including a recent conflict with Governor Baldwin and previous battles with Senator Platt. He agrees with Senator Lodge regarding Canadian reciprocity and is distressed at the many contradictions in the potential treaty. Roosevelt believes that the Lorimer case is very clear. He views Senator Lorimer’s unexpected election, corrupt past, and the bribery confessions of Illinois legislators as sufficient proof of Lorimer’s guilt.

Baldwin, that everything is all right.

Further charges have been made regarding this and Russell would like a statement from Roosevelt about it.
