This article discusses relations between Great Britain and France, as well as the deployment of troops. Because of reports that the French Government has received concerning the Chinese territory along the Tonquin boarder, the number of European troops in Indo-China will be raised to 30,000. The article also notes that there are “vague reports that negotiations are in progress between Great Britain and other European Powers touching the future status of the valley of the Yangtse-kiang, looking to British predominance in the provinces boarding that stream.”

The count’s voice

President Roosevelt and Uncle Sam listen to a “public opinion” gramophone that projects, “relief from oppressive trusts—a square deal for all, both white and black—honesty and efficiency—no foreign entanglements—retrenchment—economy.” The side of the gramophone says, “Xmas present to Theodore Roosevelt and Uncle Sam from the people.” In the background a number of man dance around a Christmas tree with different ornaments, including “larger navy,” “plenty,” “full work,” “peace,” and “army.”

Letter from Luke E. Wright to Theodore Roosevelt

Secretary of War Wright encloses a letter from General Charles E. Magoon, Occupation Governor of Cuba, discussing an issue with early bond in Cuba. Speyer & Co have offered to finance the matter but Wright would like to wait until Roosevelt is back in Washington to discuss it. Wright sends a second letter from Magoon indicating a misunderstanding on the topics of the creation of a Cuban army and the Liberal party.
