President Roosevelt would like to review the cases of two service members rejected for promotion. He is of the opinion too much emphasis is placed on their scholastic ability and their service and command records should be given more weight in determining promotions.

Alban B. Butler discusses with Theodore Roosevelt the potential of the Artillery School in Fort Sill, Oklahoma. Butler shares his concerns about the Dan T. Moore having instructors under him who outrank him, a situation which can lead to “petty strife” or potentially insubordination. Butler believes that this issue can be be avoided if Moore is promoted, and asks if Roosevelt would send a letter to General Leonard Wood and Secretary of War Henry L. Stimson, who will be visiting Fort Sill, asking them to address this situation.

Frank W. Hibbs asks Theodore Roosevelt to help lend his weight to his petition to Senator Miles Poindexter to recommend his son, Louis E. Hibbs, for the United States Military Academy at West Point. Hibbs details both his son’s preparation for such a position, as well as his own previous naval service.

General Wood wants to discuss a number of matters with President Roosevelt regarding his very positive experiences observing the maneuvers of the German and French armies. He would like Roosevelt to develop a scheme to allow more American officers to observe maneuvers and troop training in Europe.
