Roosevelt asserts that he spoke to the American people more harshly he did into England, and that he explicitly stated that he made this allusion to England “only to emphasize the fact that America will do infinitely worse and has done infinitely worse.” Roosevelt also encloses a copy of a note sent to Owen Johnson.
