The Russian Ambassador requests an early audience and Japanese minister wishes to be seen thereafter. The German Ambassador also requests audience. Loeb requests instructions from Roosevelt as to scheduling be wired. The Japanese government is anxious that all representatives be authorized to negotiate and conclude peace.

In response to Roosevelt’s suggestion, plenipotentiaries from both Japan and Russia will negotiate terms of peace. It is rumored that Russia will recommend Paris as the location for the meeting.

Taft wants to inform President Roosevelt of the joint resolution passed by the Philippine Assembly and the Philippine Commission, and hopes Roosevelt will send a response. Forster has also sent the resolution to Nashville, Tennessee, via post.

He has learned that Emperor William II of Germany is absent from Berlin, which will delay arrival in Washington, D.C., by four days. Taft asks whether he should delay further.
