After an investigation by Lieutenant Von Stockhausen, it has been determined that the story about a duel between Adolf Hartmann of Duluth, Minnesota, and Lieutenant Pachmann of the German army was a fabrication. Hartmann had a dispute with a fellow student but never fought a duel. He also denied writing to his father about the matter.

The South African War has increased interest in mounted infantry in Europe and India, with some even advocating for a full army to be mounted. The gloomy news from South Africa is difficult, especially since many of the British admire the Boers. The British are seeking to get their candidate on the throne of Afghanistan but Russia is opposing them with its own influence. There are also tensions in the Persian Gulf as Britain seeks to protect its interests and Germany desires access to Kuwait Harbor as the terminus of the Anatolian railroad. There is a great deal of interest about President Roosevelt in India.

Charles Erskine Scott Wood is traveling with Mr. Erskine to a sanatorium at Saranac Lake, New York, as Erskine’s health is rapidly deteriorating. Wood is pleased for the country that President Roosevelt was there to succeed to the presidency. He expects Roosevelt to win the Republican presidential nomination due to his popularity with the public.

Lecuona, the Municipal Mayor of Matanzas in Cuba, sends a request to President Roosevelt to adjust tariff regulations on tobacco, sugarcane, and alcohol being imported into the U.S. in order to ease the economic crisis affecting Cuba. Lecuona presents five concessions he hopes the U.S. will make so that Cuba will again become prosperous and notes that it would bring the Americans’ humanitarian intervention to a dignified close.

In a postscript, Goddard analyzes the vote in the recent elections in the 18th Assembly district, where Democrats have gained sizable majorities. He also comments on the possible re-appointment of U.S. Marshal William Henkel.
