Secretary of War Taft concedes to the opinions of Secretary of State Elihu Root and President Roosevelt and withdraws the nomination of Beekman Winthrop. Conditions in Puerto Rico make it hard to use him. Taft asks Root for a fast answer so that he can notify the USS Denver by wireless.
