Minister Leslie Combs sailed to the United States yesterday thinking that peace was assured, but the special peace mission failed and troops from El Salvador invaded Guatemala. President Manuel Estrada Cabrera of Guatemala has declared a state of war with El Salvador. General Tomás Regalado was killed in a skirmish.
