George von Lengerke Meyer discussed peace settlements with Czar Nicholas II. Nicholas would rather continue fighting until a permanent peace can be agreed upon than accept an unpleasant settlement. William II encourages peace. Meyer encloses several examples of Russian sentiment from newspapers.
