Elihu Root saw Robert Bacon, who is still acquainted with Mr. Morgan. After discussing the matter, Root has doubts about Morgan for the position, as he would need to write dispatches and “know the value of words and how to use them.” Root is unfamiliar with the distribution of duties but will find out when he goes there to take the oath.
