Second Assistant Secretary of State Adee received the message that President Roosevelt approves of his suggestion to cancel a despatch to Minister Horace Newton Allen at Seoul. J. Sloat Fassett also sent Adee a letter stating that he would suspend action until he heard further from Adee.
