Secretary of State Hay believes the canal treaty is a great success but it will be refined a little more. In Hay’s opinion, there are no promises out regarding the Prague consulate and no promise was made to Charles V. Herdliska. He suggests that Edward W. Ames, who has many recommendations, be appointed consul in Ghent, Belgium.
