C. R. Macauley (later spelled MacAuley) was a political cartoonist for the New York World at this time, and the clipping in the White House scrapbook evidently misattributed the drawing to the Herald (another Democratic paper).

The implicit criticism of President Roosevelt is ironic. In 1907 Roosevelt had embraced, or proposed, policies more radical than he previously advanced. Indeed, some of his policies were more radical than those of Democrats like William Jennings Bryan. The irony rests in the fact that journals like the World had, for a decade, been at the forefront of radical reform ideas. The “yellow press” found itself, occasionally now, left in the dust.
