Attorney General Bonaparte encloses two letters to President Roosevelt regarding a prior letter from Seth Low and the legislative bill he proposed. One letter criticizes the bill, and the second gives Bonaparte’s views regarding the advisability of such legislation at present. Bonaparte felt that Roosevelt might find it more convenient to have the two topics separated in this way.
