Comments and Context
This January 1909 cartoon — published in advance of President Roosevelt’s presidential retirement in March — nevertheless showed the influences still held by the president, a check on then schemes of Old Guard leadership in Congress.
Cartoonist L. M. Glackens depicts Republican leaders as moonshiners, and the shade of Roosevelt representing a Revenue Agent on their trail.
John Dalzell was a long-serving Republican member of the House, and a self-proclaimed “thoroughgoing conservative.” But he was more diplomatic than many fellow Republican legislators reluctant to follow Roosevelt’s policies and initiatives, who therefore appreciated Dalzell’s loyalty and skills as an ally, especially in matters of agreement, like Cuban reciprocity (a policy exception to high tariffs).
