President Roosevelt has a lot to tell John Callan O’Laughlin about his efforts to negotiate peace between Russia and Japan. The Russians were not aware that Roosevelt was writing “just as vigorously” to Japan as he was to them. Roosevelt believes that it was in the interest of both countries to make peace.
