President Roosevelt sends what appears to be a letter of introduction for Walter Wellman. Roosevelt asks William Barclay Parsons to afford Wellman every courtesy, as he has done much for the nation and is a highly valued advisor to Roosevelt in “matters of grave concern.” Wellman was also a noted Arctic explorer.
