Vice President Roosevelt responds to Henry Franklin Auten’s request. Roosevelt is unable to help because of the narrow limitations placed on the Vice President. The most he has been able to do in a similar situation is to bear testimony of a man’s fitness. He apologizes that he cannot do more.
