He explains why the referendum was not implemented in Willamette Valley, Oregon, until after the general election in June 1908. The citizens of Eugene, Oregon, are excited about Roosevelt’s visit.

Professor Schafer has heard from the railway officials that it is impossible for Theodore Roosevelt’s train to stop at the campus of the University of Oregon, but that it will stop briefly near the depot. Schafer asks permission to advertise a brief address to be given there. He suggests several topics relevant to Oregon about which Roosevelt might comment briefly.
