Colonel Gignilliat invites Theodore Roosevelt to address the students of Culver Military Academy on the occasion of the opening and dedication of a new mess-hall and a policy of greater expansion. Gignilliat feels that Roosevelt would be interested by the education the academy is providing and by the work the cadets are doing.
