Acting Secretary of War Adna Romanza Chaffee forwards the content of a message received by cablegram from Secretary of War Taft, returning from the diplomatic mission to Asia. New York Representative Michael E. Driscoll, one of the participants in the mission, formally apologizes for comments regarding Alice Roosevelt which he included in a letter to the Syracuse, New York, Post Standard. Meant in light humor, his remarks were taken seriously in publication. He did not intend any slight to Miss Roosevelt, who “has won the love of all the party.” If President Roosevelt chooses, he can send the apology to the newspaper.

Army Chief of Staff Chaffee writes to Secretary of War Taft about adjunct duties assigned to military chaplains. Chaffee indicates that although chaplains generally do not mind if they are assigned additional duties, the regulations will be amended prohibiting their employment in positions other than dealing with the spiritual needs of military personnel. He also states that there have been concerns expressed about the Young Men’s Christian Association participating in the management of exchange buildings.

General Chaffee writes regarding the situation in the Philippines and claims that conditions are improving but the islands cannot become like the State of New York for a long time. He encourages President Roosevelt that the Filipinos are becoming more able to deal with their new liberties. He also mentions his visit with Edith Roosevelt in Havana.
