French Ensor Chadwick thanks Theodore Roosevelt for his kind letter and hopes Roosevelt might be able to write anything about the Spanish American War. Chadwick plans to send Roosevelt an updated copy of his book because he made some alterations and additions in response to a review from the New York Times which commented on Winfield Scott Schley. Chadwick says it is thanks to Roosevelt and the court, the Navy’s standards of conduct have been upheld, which is the most important thing.

French Ensor Chadwick read about Theodore Roosevelt’s recent speech on education and agrees with his stated views. However, he wishes to draw Roosevelt’s attention to a topic that was undiscussed—how “the woman teacher is ruining America,” as boys are not being taught by men who can instill values and masculinity. He explains that “ours is the only country where the men are brought up by women” because Americans cannot afford to pay male teachers, but that this issue can be remedied by cutting unnecessary parts of the curriculum.

French Ensor Chadwick shares with President Roosevelt some perspective that he has gained from his research on the Civil War. In studying the election of 1860, Chadwick noticed a detrimental effect from James Buchanan’s decision to tide over affairs until Abraham Lincoln’s inauguration. In effect, four months to a year of the new Congress’s term was lost, which served to “nullify the principle of representative government.” Chadwick finds this a compelling argument for moving the government changeover up to December.

Rear Admiral Chadwick offers his memory of the Battle of Santiago de Cuba from his vantage point on the USS New York. He does not believe that any officer from the New York has testified before the court of inquiry. He concludes by requesting that Secretary of the Navy Long unofficially share his testimony with President Roosevelt, who is securing statements from naval officers concerning the battle.
