President Roosevelt’s goal with the irrigation policy is to benefit the “small home-maker.” He understands the nature of gossip on the frontier but will not ignore any accusations of fraud. Roosevelt requests that Ray Stannard Baker meet with Gifford Pinchot and then himself to review the matter.
